Good news first: Victoria County requires no drilling permit for a water well. What it does require is simpler and cheaper, notice before you drill and registration after, and the state adds licensing and reporting rules that protect you more than they burden you. Notice of intent to the district
Before drilling starts, the Victoria County Groundwater Conservation District gets written notice describing the well and its location. No fee drama, no waiting period like a permit system; it is notice, not permission.

Spacing and construction standards
State well construction rules set the separations that keep water safe: distance from septic tanks and drainfields, from property lines and from contamination sources. These decide where on the parcel the well can sit, so they come before the rig does.

Licensed driller and pump installer
Texas licenses this trade through TDLR. The license is what stands behind the well report and what lenders, insurers and future buyers expect to see in the file.

State Well Report on completion
The driller files the report documenting depth, formations, casing and completion. It joins the public database that makes intelligent well planning possible for the whole region.

Registration of the completed well
The finished well gets registered with the district. Registration is what makes your well legally visible, which matters for protecting it when others drill nearby.

County lines change the paperwork, not the water
Groundwater districts run county by county out here, so a parcel near Goliad, Cuero or Edna registers under its own county’s district with its own forms and quirks. The aquifer does not care about the line; the paperwork does. We file whichever county’s set your land requires, and for parcels near a boundary we confirm the county of record before anything else, because fixing that after the fact is nobody’s favorite afternoon.

Rules questions, answered
Do I need a permit to drill a water well on my own land in Victoria County?
No permit, but yes paperwork. The Victoria County Groundwater Conservation District requires written notice of intent before drilling begins and registration of the completed well. The driller must hold a state license and file a well report on the finished hole. We handle all of it on every job.
Can I drill my own well without a licensed driller?
Texas allows a landowner to drill on their own property in limited circumstances, but the well must still meet state construction standards, the district paperwork still applies and lenders and buyers want a licensed driller's report behind the well. As a practical matter, nearly every well that changes hands cleanly was drilled and documented by a licensed contractor.
What is a State Well Report and why should I care?
It is the birth certificate the driller files for your well: location, depth, sands encountered, casing and completion details. It protects you at resale, guides every future service call and feeds the public database that lets the next well nearby be planned intelligently. If your existing well predates good records, we document what we find whenever we service it.
There is an old abandoned well on land we just bought. What are we required to do?
Texas requires abandoned wells to be plugged to standard, because an open bore is both a safety hazard and a direct contamination path into the aquifer everyone shares. Plugging runs $1,000 to $2,500 on our published table, and doing it alongside other work on the property shares the mobilization cost.
